As a St. Paul resident, paying your garbage bill to the city for trash and recycling collection services is quick and simple. The City of St. Paul offers convenient online and mail payment options so you can easily take care of your garbage bill on time each month.
Follow this straightforward 3-step process to pay your St. Paul garbage bill with no hassle:
Step 1: Review Your Garbage Bill
St Paul garbage bills are sent out monthly and detail your charges for the previous month. When you receive your bill in the mail, review it closely to ensure
- The billing period and your account details are correct
- There are no erroneous charges
- The total amount due matches your service level
Your bill will break down each fee including your base rate, recycling surcharge, yard waste (if applicable), and any special collection charges. Understanding exactly what you’re being billed for is key to paying accurately.
Step 2: Select Your Payment Method
St. Paul offers three ways to pay your garbage bill conveniently:
-
Online – Pay via credit/debit card or e-check through the City’s online payment portal. A small fee applies to card payments.
-
Mail – Send a check or money order made payable to “City of St, Paul” to the payment address printed on your bill
-
In person – Bring cash, check, or card to pay at the City’s Bremer Service Center downtown.
Choose the option that works best for your needs and budget. Many residents appreciate the speed and convenience of paying online.
Step 3: Submit Payment by the Due Date
Garbage bills in St. Paul are due on the 20th of each month. Make sure to pay the total amount due by the due date to avoid any late fees or penalties.
Online and in-person payments are credited same-day, while mailed payments may take 5-7 days to process. Plan accordingly so your payment arrives on time.
After paying, file your bill and payment confirmation together for your records. And that’s it – you’ve successfully paid your St. Paul garbage bill for the month!
What If You Miss the Due Date?
If you happen to pay late, you will be assessed a 10% penalty on any past due balance. The city also has the right to certify past due amounts to be collected along with your property taxes.
To avoid penalties and additional costs, contact the city right away if you will have difficulty paying on time. They may be able to arrange a payment plan or partial extension. Keeping the lines of communication open is key.
Special Payment Assistance Available
Some homeowners may qualify for financial help paying their garbage bills through St. Paul’s Safety Net program. Those facing economic hardships like job loss or medical issues can apply for this assistance.

- Payments not received by the due date, will incur a late fee of 5% and the end of each month of the billing cycle. Up to three late fees are possible per billing cycle.
- At the end of the quarter, all unpaid bills are turned over to the City for assessment. Your hauler can no longer take payment for that quarter.

This will include a scheduled date, time, and location for a legislative hearing that residents are able to attend if they wish to contest the assessment. Please note that it is not mandatory to attend these hearings. The notice will include a webform URL to enter your request for a legislative hearing at the assigned date and time. Please call 651-266-6101 if you need assistance.
To contest the assessment, submit a request for a legislative hearing online or by phone 651-266-6101 and attend the scheduled hearing date. During your hearing, the legislative hearing officer will make a recommendation about the assessment. This recommendation will be provided to the City Council for their approval of the final assessment roll. If you disagree with the legislative hearing officer’s recommendation, you may attend the City Council hearing to dispute the recommendation.
If the pending assessment is still unpaid at the time of the scheduled City Council Hearing, it will be approved by City Council and the balance will be sent to Ramsey County to be assessed to your property. If a bill is assessed to the property by Ramsey County, it will incur additional administration fees of $2.50. You can pay the bill with Ramsey County Property Taxes.
