In this guide I’ll explain the various ways to pay your LACSD bill from online payments to mail-in checks. Read on to learn how to set up automatic payments, manage your LACSD account online, and more bill pay tips.
Online Account Access
The easiest way to pay your LACSD bill and manage your account is through the online customer portal. Visit www.lakearrowheadcsd.com and click on “Pay My Bill” to access the portal.
You’ll first need to register your account by providing your LACSD account number and an email address. Your account number is printed on your monthly paper bill.
Once registered, you can log in anytime to:

The portal allows online payment via credit/debit card or bank account at no fee. You’ll receive instant email confirmation when your payment is made.
Pay Online Through Xpress Bill Pay
In addition to the LACSD customer portal, you can pay your utility bill online through Xpress Bill Pay. This secure third-party service integrates with the LACSD system.
Visit www.xpressbillpay.com and click “Create New Account” to register using your LACSD account number. The site will walk you through choosing a payment source such as bank account, credit card, or debit card to fund payments.
Xpress Bill Pay allows one-time or auto-pay setup. You’ll receive payment confirmations by email and can view current and past LACSD bills through the site. There are no fees to use Xpress Bill Pay.
Pay by Phone
To pay your LACSD bill over the phone, call 909-336-7100 during regular business hours, Monday to Friday from 7:30 am to 5:00 pm PST.
Have your account number, payment amount, and credit/debit card ready to provide to the representative. They will process your payment and email you a receipt.
Phone payments let you take care of your bill without internet access. Just note that only credit/debit cards are accepted over the phone, not bank account payments.
Automatic Payments
For easy, worry-free bill payment each month, sign up for auto-pay through the LACSD online portal or Xpress Bill Pay. This automatically pays your balance in full on the due date from your chosen bank account or credit card.
To enroll, indicate whether you want your payment drafted on the due date or a few days prior as a buffer. Auto-pay avoids late fees so you maintain uninterrupted water service.
Be sure to regularly check your LACSD account online and update your auto-pay amount if your bill changes month to month. It takes the hassle out of remembering to pay each bill.
Pay by Mail
To pay your LACSD utility bill by mail, send a check or money order in the pre-addressed payment envelope included with your monthly paper bill. Make checks payable to LACSD and include your account number on the check memo line.
Mail your payment at least 5 business days before the due date listed to ensure it arrives on time. Payments received after the due date will incur a late fee, so allow enough mail delivery time.

The office is open Monday to Friday from 7:30 am to 5:00 pm PST. You can pay by check, money order, or credit/debit card when paying in person. Just note cash payments are not accepted.
There is also an after-hours drop box in front of the LACSD office building that you can use anytime to leave a payment. Just be sure to include your account number on the check or stub.
Avoid Late Fees
LACSD utility bills are due 21 days after the billing date shown on your statement. Any payment received after the due date will incur a 10% late penalty fee.
If your account becomes 60 days delinquent, your water service is subject to disconnection until the overdue balance is paid. Make every effort to pay on time to avoid late fees and service interruption.
I recommend setting up automatic payments from your bank account to debit each month’s bill amount a few days before the due date. This gives the payment time to process and acts as a buffer in case of issues.
Review your monthly bill promptly and adjust your auto-pay amount if needed. Communicate with LACSD immediately if you anticipate difficulty making an upcoming payment on time.
Payment Assistance Programs
If you are experiencing financial hardship and unable to pay your LACSD bill, you may qualify for one of their assistance programs:

Notify LACSD at least 5 business days before your moving date to close or transfer utility service to your new address. Make sure any final balance on your old account is paid to avoid sending the amount to collections.
To open service at your new home, contact LACSD to provide the service address and start date. Make payments on your old and new accounts accordingly as service transitions between properties.
